3.  MATTER UNDER CONSIDERATION: DAVID GITTINS, 81 BOG ROAD, YORK, MAINE 03909 requests an Administrative Appeal in regards to a decision by the Town Of York Code Enforcement Office concerning proposed construction of a single-family dwelling.  Property in question is located at 16 Perkins Drive. Map 91, Lot 23W
